Project Blue Book Case #6667. On March 4, 1960, witnesses in Dubuque, Iowa — a river city perched on dramatic limestone bluffs above the Mississippi River — observed a bright object in the sky. Dubuque's elevated position and the wide Mississippi valley provided excellent conditions for aerial observation.
Dubuque sits at the junction of Iowa, Illinois, and Wisconsin, in the "Driftless Area" — a region of deeply carved river valleys and steep bluffs that escaped glaciation during the last ice age. The terrain's dramatic relief offered multiple vantage points, and the Mississippi's broad, dark surface provided a natural contrast against which aerial objects were easily visible.
The 1960 timing fell during one of Blue Book's quieter periods. Between the 1957 wave and the mid-1960s resurgence, sighting rates were lower but never ceased entirely. Cases from this inter-wave period were often investigated more thoroughly due to the reduced caseload.
Dubuque's tri-state location placed it within range of military operations from multiple states, including the Rock Island Arsenal across the Mississippi and various Iowa Air National Guard facilities. Commercial air traffic along the Mississippi corridor was also well-established. Despite this range of conventional possibilities, the object could not be identified.
