The summer of 1964 was marked by heightened UFO activity following the famous Socorro, New Mexico, encounter in April. The Norwich sighting was part of a sustained period of reports that kept Blue Book occupied throughout the year.
Norwich's rural setting provided dark skies and quiet conditions. Air traffic was limited to high-altitude commercial overflights and occasional general aviation. The absence of nearby military installations simplified the investigation by reducing the number of potential conventional explanations.
